Supporting the transition to clean, secure energy in the Philippines

Our support
Background
The Philippines is facing a mounting energy crisis. The Malampaya natural gas fields, currently supplying 30% of Luzon’s energy consumption, are close to depletion. Added to this are skyrocketing LNG import prices driven by international competition as a result of the ongoing Russia/Ukraine war, historic lack of investment in energy infrastructure and ever increasing energy consumption amongst other factors.
To address the urgent challenges, In September 2023, the Philippine government unveiled its Philippine Energy Transition Plan (PETP), outlining four strategic initiatives to increase affordable, reliable, and clean power in the country. Understanding the importance of a country-led energy transition to pinpoint key investment areas and projects to attract funding and expedite the shift towards clean power, the Philippines Department of Energy turned to ClientEarth and TransitionZero for support.

As part of a Southeast Asia wide project to support policy makers and regulators to accelerate the energy transition, ClientEarth and TransitionZero have been working with the Philippines Department of Energy to support the nation with its ambitious renewable energy plans, coal plant refinancing and electricity grid modelling studies. The purpose of these studies is to help understand the investment needs associated with transitioning to clean energy.

Our visit came at a time when the country experienced capacity shortages leading to brown outs in different areas. This highlights the Philippines’ need to catalyse power generation investments as well as to undertake other improvements in the energy sector. It was inspiring to continue conversations with various stakeholders, knowing there is significant interest and action to address climate change and contribute to the country’s energy transition.
